OK, Fine. 
They also serve to document that police mostly do things right. I suspect the benefits to the good policemen far outweigh the “insult”. Though they won’t eliminate abuses necessarily, they will document that police mostly work by the book. It should save municipalities lots of payouts for suits without a factual basis.
