Denton Record-Chronicle: Officer In McKinney Resigns

According to the Denton Record-Chronicle, the policeman on duty whose aggressive response at an unruly teenage pool party ignited a national controversy resigned on Tuesday, leaving critics relieved and supporters disappointed.

The Record-Chronicle states that McKinney police Corporal David Eric Casebolt is a 10-year veteran of the police department.

He voluntarily stepped down while an internal police investigation was going on and during heightened public pressure, including death threats.

The officer’s terse, “two-word” resignation did not include an apology or acknowledgment of wrongdoing, said McKinney Police Chief Greg Conley.  On Tuesday, Conley condemned Casebolt’s actions as “indefensible” and “out of control.”

The chief distanced himself from his former employee on the day his department dropped charges against the one person arrested at the scene, which signaled a swift shift in the police’s handling of the encounter recorded on video that went viral.

According to the Dallas Morning News, there were two competing narratives about the incident at the pool – either racist white residents of Craig Ranch and McKinney police harassed neighborhood black kids, or law officers safely dispersed a loud, out-of-control mob of interloping teenagers.

Those were the competing narratives circulating Monday about an incident that has become a national flashpoint about racism and police tactics.

In a strange turn of events, some white Craig Ranch residents said they were so frightened about the possible reaction that they were packing up and leaving their homes temporarily.

European Media Claims FIFA President Sepp Blatter Resigning

“Sepp Blatter has sensationally quit amid the bribery scandal that has consumed FIFA,” writes the U.K. Daily Mail.

He announced it at the Zurich FIFA headquarters at a hastily-called news conference.  Blatter is currently under intense scrutiny as the FBI in the U.S. investigates whether bribes were authorized by soccer’s world governing body.

Blatter announced he will continue in the role until an “extraordinary congress” can be called to vote in a successor.

Speaking on Tuesday, Blatter said: “I have thoroughly considered and thought about my presidency and the last 40 years in my life. These years were closely related to FIFA and the wonderful sport of football I appreciate and love FIFA more than anything else.”

“…Although FIFA have given me a new mandate, it doesn’t seem to be supported by everyone – fans, clubs. Those who inspire FIFA like we do.”

The resignation announcement comes after a press on Tuesday that reportedly linked FIFA’s number two man – secretary general Jerome Valcke – to payments made in 2008 that investigators believe amounted to $10 million in bribes. FIFA said in a statement that the payments were approved in 2007 by the chairman of FIFA’s finance committee at the time, Julio Grondona, write The New York Times.

“I only want to do the best for FIFA and my institution,” said Blatter in Zurich.  “I decided to stand again as the best option for football. The elections are closed but the challenges we face haven’t come to and end. FIFA needs restructuring. Although FIFA have given me a new mandate, it doesn’t seem to be supported by everyone – fans, clubs. Those who inspire FIFA like we do.

“This is why we will cause a process, it will be held to. I will continue to exercise my function as president at FIFA until next time. The new elections will be held until in Mexico.

“I will not stand of course and I am free from the constraints of an election. I will be free to focus on an election.

Blatter’s 17-year reign as FIFA’s top official has looked increasingly untenable since the FBI charged 14 officers with high-level corruption last week.

He reportedly would like to recommend term limits for the FIFA presidency.  “We need a structutual change of profile change. We need to look at the profiles and attitude of all the members. We need limitations on mandate in terms of office presidency…,” he said.

Oregon Governor Kitzhaber Resigns, Secretary Of State Takes His Place

Gov. John Kitzhaber of Oregon resigned from office Friday amid allegations of criminal behavior.

It was almost exactly one month after being sworn in for an unprecedented fourth term.  Oregon Secretary of State Kate Brown will replace him.

His resignation is effective Wednesday, he said Friday in a letter.

He announced his resignation amid conflict-of-interest allegations involving his fiancée.  There have been suspicions that his fiancee used their relationship to land contracts for her green-energy consulting business.  A corruption probe is underway.

The criminal investigation by Attorney General Ellen Rosenblum’s office is for the role his fiancee, Cylvia Hayes, has held in his office and whether she used that role to obtain private consulting work.

The attorney general’s investigation will continue, said Rosenblum in a statement after Kitzhaber resigned.

He appears to be the first Oregon governor to face a state AG investigation. He is also under review by the Oregon Government Ethics Commission, although it is on hold until Rosenblum completes her work.

Also on Friday, the U.S. Attorney’s office for Oregon launched its own investigation and filed a subpoena with the Department of Administrative Services requesting financial documents relating to both Kitzhaber and Hayes.

The resignation of the governor instantly promoted the liberal Democrat who is next in line to succeed him: the 54-year-old secretary of state who has long been thought to have her eye on Oregon’s top elected position.

Kate Brown is widely considered to be to the left of the departing Democratic governor.  She will also become the first openly bisexual governor in the nation.

Brown will not assume office until Wednesday, when Kitzhaber’s resignation takes effect.

After five rounds of voting, the Parliament had still not mustered a consensus on a candidate. Napolitano agreed to stand as a compromise, feeling a duty to his nation, he said.

President Giorgio Napolitano, who was Italy’s king-maker and its longest serving head of state, is set to resign on Wednesday in a development that will spell yet more political uncertainty for a fragile coalition government struggling to put the country’s moribund economy back on course.

The significance of Mr Napolitano’s departure can be measured by the fact that he has appointed the past three premiers and that the 89-year-old head of state was widely credited with behind-the-scenes manoeuvres that finally removed Silvio Berlusconi from power, at the height of the sovereign debt crisis in 2011.
