Unarmed Man Shot In Baltimore Suburb

Baltimore County police officers shot and killed an unarmed man in Baltimore suburb of Owings Mills early Thursday, writes the Baltimore Sun. The Herald-Standard claimed that the man was going to commit suicide.

The police were responding to a report of domestic violence at a home they had visited more than a dozen times over the past three years.

Spencer Lee McCain, 41, died about 8 a.m. at Sinai Hospital in Baltimore, police said.

The Herald-Standard:

“An unarmed black man killed by Baltimore County police told his girlfriend’s mother that he was going to commit suicide as officers were on their way to his home after reports of domestic violence, the mother said Thursday.”

Baltimore County Police Chief Jim Johnson said officers believed McCain was armed. However, they did not find a weapon on him, writes the Baltimore Sun.

Police received a 911 call about a possible domestic disturbance at the condominium in the 3000 block of Hunting Ridge Drive in Owings Mills shortly after 1 a.m., Johnson said. He said a 10-year-old child who lived at the home called a grandmother, who dialed 911.

He said the first officer to arrive knew of a history of domestic violence calls at the home. Since 2012, police said, officers responded to 911 calls for the address 17 times, including several reports of fighting.

A recent survey by the Pew Research Center states that for the first time in decades, a slim majority of Americans now favor “gun rights” over “gun control,” and a major ingredient in this development is growing African American support for gun ownership.

According to Slate, the Pew study shows that African Americans’ views on gun rights have swung dramatically in just the past two years, with 54% favoring “gun rights” over “gun control.” It is nearly double the percentage as in December 2012.

What prompted the change of heart in the African American community? Salon believes it has to do with the somewhat recent public awareness of police killings such as with Michael Brown in Ferguson, Eric Garner in Staten Island, Tamir Rice, Walter Scott, Freddy Gray, Tony Robinson, and others.

Incidents like these prompted Samuel Mosteller of the Southern Christian Leadership Conference (SCLC)—Martin Luther King’s former organization—to argue that more African Americans should “exercise their Second Amendment rights,” according to Salon. This is so that they might protect themselves better against police violence.

Salon writes that an April NPR story suggests that African Americans are also arming themselves to deal with the relative lawlessness of the neighborhoods many of them inhabit. In Detroit, for example, average police response time is nearly an hour.

Police are absent or overwhelmed, or they are part of the problem of violence, so in that case it makes good sense for citizens to be armed. Both arguments suit the NRA just fine, writes Salon. The gun lobby works tirelessly to arm ever more Americans, according to Slate, and expand the laws that enable us to carry guns in public spaces.

They drum up extreme levels of fear that support its radical agenda. However, Salon states that more armed citizens will not make police work any easier and if anything, they will only make it more challenging.

There is good reason to believe that police shootings owe a lot to the fact that so many of the citizens they “serve and protect” are already armed. With more than 300 million privately owned guns in America, police must presume that the citizens they pull over, even for routine traffic stops, could have a gun.

They must always be on edge, always fear the worst. This is evident in police shootings where police shoot first and ask questions later. In the case of Tamir Rice, police were on the scene for just a few seconds before shooting. What happened to shouting “Put the gun down!” or issuing other warnings? A similar situation happened in the case of John Crawford, who was shot in a Wal-Mart because he had a realistic-looking BB gun.

It was reported afterwards that the officers involved in this incident had only just been trained for responding to “active shooters”—i.e., mass shooters, like at Columbine and Sandy Hook—and “were taught to be aggressive,” according to the prosecuting attorney.

Race was likely a factor in these cases (Rice and Crawford were both African American). “But police error in similar incidents is compounded by the fact that they must fear armed citizens all the time,” writes Salon.

Some gun rights proponents would also like us to know that police are poorly qualified, especially in comparison with gun owners – an argument that is sure to degrade the situation even more.  Some pundits even disparage the police. The often-quoted Fox News contributor John Lott made the claim in a recent column, when he criticized the New York Times for poor coverage of concealed handgun permit holders.

“Police are the single most important factor for reducing crime,” he wrote, “but even police commit crimes on very rare occasions.

“Even more law-abiding than police, however, are permit holders,” said Lott. He explained that “firearms violations among police occur at a rate of 6.9 per 100,000 officers. For permit holders in Florida, it is only 0.31 per 100,000.”

Salon:  “Of course, one might simply point out, this disparity can be explained by the fact that police officers are called upon to use their weapons far more often than are armed citizens—so they have many more occasions to make mistakes; their weapon use is not limited to the firing range.”

More African Americans Run For Local Government In Ferguson

MSNBC gives “All In” viewers a look at the history-making election in Ferguson, MO.

After months of upheaval, the beleaguered city of Ferguson, Missouri, has a new governing board. It looks different than the old one, states CNN.

After a higher-than-normal 30% turnout, two African-American candidates won their wards last Tuesday to make the six-member City Council 50% black.

Ferguson’s population of about 21,000 is 70% black, but the City Council was predominantly white, as is the police force.

Kwanzaa

Kwanzaa celebrations have added significance for protest organizers who see the marches and discussions in recent weeks as prompting people to seek connections and solutions.

“Building cultural connectivity is what we are missioned to do,” said Janine Bell of Richmond Virginia.  Bell is the president and artistic director of Elegba Folklore Society, which will present the Capital City Kwanzaa Festival.

“We feel if there were stronger connections with regards to cultural affinity, African-Americans would know more and be confident more about the power we hold in our hands…,” said Bell.

Kwanzaa is an African-American cultural holiday created in 1966 by college educator Maulana Karenga to celebrate African-American family, heritage, community and culture. The celebration extends over seven days, with a different principle highlighted each day. The celebratory colors are black, red and green, and traditional items used in celebrations include African baskets, patterned cloths, art objects and harvest symbols.

Who is Jordan Baker?

Last January, Jordan Baker, an unarmed black man, was in northwest Houston when he was shot and killed by police.

On Tuesday, Dec. 23, a Harris County grand jury cleared the HPD officer in the shooting death of Baker.

The Houston Police Department said Baker, 26, was looking in windows when police officer Juventino Castro approached him.

Baker, a Houston Community College student, struggled, ran away, and then allegedly put his hands in his waistband and charged toward Castro. That’s when the officer shot and killed him.

Philadelphia Museum of Art Will Display ‘200 Years of African American Art’

In January, the Philadelphia Museum will open “Represent: 200 Years of African American Art,” a sprawling survey of its holdings of works by black artists. Featuring 75 artworks by over 50 artists, the show’s earliest pieces include silhouettes by Moses Williams that date to 1802, pre-Civil War decorative arts by free and enslaved artists, and potter David Drake’s bible-inscribed storage jar sculpture.

The Wall Street Journal reports states the centerpiece of the exhibition is undoubtedly Henry Ossawa Tanner’s 1898 painting titled The Annunciation. Acquired by the museum in 1899, it was the first piece by an African American artist added to its collection. The show traces black artists through many of the major movements in American art history, from Cubism with Aaron Douglas’s Birds in Flight (1927) to Modernism with works by William Henry Johnson and Elizabeth Catlett.   Both can be seen in the figurative painting of Harlem Renaissance artist Jacob Lawrence.

Who is Dontre Hamilton?

According to fox6now.com, Dontre Hamilton is the 31-year-old unarmed African American man shot and killed by a Milwaukee police officer inside a park in Milwaukee, Wisconsin last April.

The attorney for Hamilton’s family released an autopsy report, toxicology report, and cause of death from the Milwaukee County Medical Examiner’s Office on Monday, December 1st

Dontre Hamilton’s family received a copy of his autopsy report in July, and it was released to the media on December 1st.

Seven months after Dontre Hamilton was shot and killed by Christopher Manney, a former Milwaukee police officer terminated for his handling of Hamilton that day, the Milwaukee County District Attorney’s Office continues to investigate. That office will ultimately decide whether Manney should face criminal charges.

On April 30th, 2014, Dontre Hamilton was sleeping in Red Arrow Park. Milwaukee Police Officer Christopher Manney was performing a welfare check, and police say Hamilton grabbed Manney’s baton and struck him with it. That’s when Christopher Manney opened fire, shooting Hamilton 14 times.

Demonstrators have marched through Milwaukee’s streets for months, demanding charges against Officer Christopher Manney in the death of Hamilton. The have protested in areas such as City Hall and even in front of Milwaukee County Prosecutor John Chisholm’s home in Bayview, Wisconsin. Members of the community are also asking for changes in the way police interact with the minority community.

“The family has wanted to get (the autopsy report) out for some time. We’ve held off on doing that, hoping again that there would be a decision by the District Attorney. It’s now been seven months,” said Hamilton family attorney Jonathan Safran.

“The family continues to hear mischaracterizations of the facts. (Dontre Hamilton)’s a person that is my size. He’s 5’6″ or 5’7″ weighing 169 pounds. Not a large person. It does not jive with how Manney described Dontre,” said the attorney.

The autopsy report lists 21 gunshot wounds — and that includes entry and exit wounds.

“The fact there is no stippling or gun residue on Dontre Hamilton’s body would reflect that there was some distance. I’m not a forensic expert — probably at least three feet or so at the minimum. The wounds show that at least half of them were in a downward direction, even though they were both supposedly standing. There’s one that reflects it was shot into Dontre Hamilton’s back,” Safran said.

The autopsy report released by Dontre Hamilton’s family through Safran says Hamilton died as a result of multiple gunshot wounds. His death was ruled a homicide by the Milwaukee County Medical Examiner’s Office. That ruling means Hamilton died at the hands of another.

“We think there is sufficient evidence there should be state criminal charges,” Safran said.

The Hamilton family says they want the public to know Dontre Hamilton wasn’t homeless. He had the following items on his person when he died: a wallet, a cell phone, a backpack, a blanket, candy and cash totaling $160.

His family says Hamilton was diagnosed with paranoid schizophrenia a couple years before he was shot and killed, but he didn’t have a long history of mental health issues and no criminal record.

A toxicology report released with the autopsy report shows there were no drugs in Dontre Hamilton’s system when he died.

Hamilton’s family continues to wait for the District Attorney’s Office to determine whether Hamilton’s death merits criminal charges. The District Attorney’s Office says they are aware of the autopsy report, and they have no comment at this time.

African students from Senegal (age 11 and 13) in New York were bullied and beat up after being called “Ebola.” Senegal is not one of the three countries with major Ebola outbreaks, which are Liberia, Guinea, and Sierra Leone.
